The objective of work package 1 is to reduce the amount of waste materials for the Norwegian Public Roads Administration, both as an employer and as a road owner. This goal will be obtained through a deliberate and systematic approach to the handling of waste. In this connection, routines are designed to ensure a uniform, systematic and environmental friendly handling of waste. At the same time the reuse of waste on projects, between projects and between neighbouring regional units within the Norwegian Public Roads Administration (NPRA) is stimulated.
WP1 consists of the following tasks:
1-1 Waste management in strategic steering documents for the NPRA
1-2 Waste management on site
In order to prepare for recycling, routines must be established for waste handling or separation at the source. The NPRA has, in the employer role, introduced routines for the use of waste plans through internal guidelines for waste handling. Waste plans are now required for all road construction activities. This implies that a waste plans shall exist for all works performed for the Public Roads Administration as a road owner, regardless of the requirements of the municipality where the construction activity is taking place. The waste plan, specifying the type of waste and approximate volumes shall be prepared by the road owner when preparing the construction plans, while the contractor is required to elaborate on the plan in relation to the construction phase. The waste plan shall also include information on the hauling contractor and who will be the receiver of the waste materials. The waste plan together with the declaration form for obtained waste volumes will constitute documentation for waste handling on each specific project.

1-5 National Action Plan for construction waste – network cooperation
In this task NPRA cooperates with external partners through a network for monitoring the National Action Plan for construction waste. This National Action Plan formulated the goal of achieving a 70% level of recycled construction waste of by 2005. This goal proved to be somewhat ambitious, but has nevertheless been a motivating factor for achieving a better waste management and utilization. The network is now focusing on selected obstacles for achieving a higher level of recycling.
1-6 Road littering
The work within this task will follow the same lines as in the national joint venture “Keep Norway Clean”, initiated by The Norwegian Association of Solid Waste Management (NRF), where NPRA is a member of the Steering Committee.
1-7 Revision of the Public Roads Administration’s guidelines for waste handling
A revised manual for waste handling will be one of the most important deliverables of WP1.
