Annually some 300.000 - 500.000 tons of asphalt are removed from Norwegian roads. Approximately half of this volume is generated by plane milling. The volume of milled asphalt is increasing since milling has become quite a common method for adjusting the road profile and removing ruts caused by asphalt wear.

Through white paper no 44 (1991-92) from the Norwegian Parliament regarding initiatives to reduce the amount of waste, increased recycling and proper waste treatment and the act of 13th of March 1981 no 6 regarding protection against contamination and about waste, there is a clear commitment to consider recycling of asphalt both from environmental, use of resources and economical considerations. The goal set by the authorities is that a minimum of 75 % of all waste should be either recycled or its energy utilised within 2010. According to the national action plan for construction waste, 70 % of the annually generated construction waste should be recycled by 2005. The control board for recycling of asphalt (KFA) has up to now issued four
annual reports (published in Norwegian), stating that the level of recycling of asphalt on a national basis was over 90%, with a peak at 110% in 2003.
However, it is necessary to improve the
management of reclaimed asphalt, in order to spare high quality material for high quality purposes.

· Recycling of unbound asphalt granulate (mechanically stabilised)
Since the asphalt granulate contains both stone aggregate and binder the economic value is rather high. It is therefore preferable to reuse the asphalt granulate in the upper parts of the road pavement. With relatively simple production equipment it is possible to produce asphalt granulates (cold) that are very well suited for roads with low traffic volumes. Hot mixed recycled materials may also be used on roads with high traffic volumes by producing the material in asphalt plants adjusted for receiving some amounts of asphalt granulate.
